Oman Housing Bank (OHB) – Interior Fit-Out Works & Loose Furniture Supply

1. These Terms and Conditions govern the submission, evaluation, and award of tenders via the BIDBID e-Procurement Portal for the Interior Fit-out Works and Loose Furniture Supply for the New Head Office and Bank Branch of OHB.
2. By participating, bidders acknowledge and agree to comply fully with these Terms and Conditions. Non-compliance may result in disqualification.
3. Oman Housing Bank (OHB) reserves the right to amend, cancel, suspend, or modify any aspect of the tender process at its sole discretion, without prior notice or liability. Additionally, the bidders waive any and all claims against OHB for costs, expenses, or damages that may arise from such amendments or cancellations.
4. Only bidders who have successfully completed the pre-qualification stage, signed the Non-Disclosure Agreement (NDA), and paid the applicable tender fee are eligible to receive the official tender documents and proceed with the bidding process.
5. A non-refundable tender fee of OMR 1,000 (Omani Rials One Thousand) must be paid prior to obtaining access to the official tender documents.
6. All documents, specifications, drawings, and other information provided by OHB in connection with this Tender remain the exclusive property of OHB. Bidders shall use such materials solely for the purpose of preparing their Tender submission and shall not use, reproduce, or disclose such materials for any other purpose without the prior written consent of OHB.
7. Bidders must upload a copy of the receipt as proof of payment for the tender fee to the BIDBID Portal. Failure to do so will result in denial of access to the tender documents. Delays in payment or uploading proof shall not entitle the bidder to an extension of the bid submission deadline or any exception.
8. A signed copy of the Non-Disclosure Agreement (NDA), duly executed by an authorized signatory holding a valid Power of Attorney, must be uploaded to the BIDBID Portal prior to gaining access to the tender documents.
9. OHB reserves the right to verify all submitted information and to reject any bid that does not meet the stipulated requirements or preconditions outlined in the tender documents.
10. Bidders must strictly adhere to the tender timelines. No extensions or exemptions will be granted under any circumstances.
11. Late submissions will be automatically disqualified and shall not be considered under any condition.
12. Submissions must be complete, with all required fields filled and supporting documents uploaded in the prescribed format (PDF).
13. The commercial proposal must be submitted in hard copy only, sealed in an envelope, and delivered to the OHB Head Office on the 1^st May 2025 and no later than 12:00pm.
14. The sealed tender envelope must be submitted no later than 12:00 PM on 1st May 2025, and deposited in the Tender Box located at the address: Oman Housing Bank Headquarters Building, CBD Area, Ruwi, Muscat, Sultanate of Oman.
15. Bidders must obtain an official submission receipt, stamped and signed with the date and time of delivery. A copy of the receipt shall be emailed to: procurement-ohb@ohb.co.om.
16. The envelope must be free of any markings, logos, or information that may reveal the identity of the bidder. Any submission received after the deadline will be rejected.
17. A Pre-Bid Meeting and Site Visit will be held on 14th April 2025 at 10:00 AM at Ghala Heights Complex. Bidders are strongly advised to attend.
18. All submissions shall strictly follow the terms and instructions outlined in the Invitation to Tenderers.
19. Misrepresentation, falsification of information, or material omissions may result in immediate disqualification.
20. OHB reserves the exclusive right to accept or reject any submission, in whole or in part, at its sole discretion and without obligation to provide justification.
21. All information submitted through the BIDBID e-Procurement Portal will be treated as confidential and will not be disclosed to third parties except as required by law.
22. Bidders shall not disclose any tender-related information to unauthorized parties without prior written consent from OHB.
23. Any attempt to manipulate the tender process, including collusion or unauthorized communication, will result in immediate disqualification and potential legal action.
24. All bidders must comply with applicable Omani laws and procurement regulations.
25. OHB shall not be responsible for any costs incurred by bidders in preparing and submitting their tender applications.
26. OHB reserves the right to amend, withdraw, or cancel this tender at any stage without prior notice or obligation.
27. In the event of unforeseen circumstances, OHB may extend deadlines, modify requirements, or request additional documentation at its discretion.
28. Bidders must disclose any actual or potential conflict of interest in relation to this tender. Failure to disclose may result in rejection or termination of the award.
29. All submitted documents must be true, complete, and current. OHB reserves the right to verify the authenticity of any information provided.
30. All submissions shall be made in English and financial values shall be stated in Omani Rials (OMR), unless otherwise specified in the tender documents.
31. All bidder inquiries or requests for clarification regarding this tender must be submitted in writing via the BIDBID Portal by 17^th April 2025. Verbal inquiries will not be entertained.
32. All bids must remain valid and binding for a minimum period of [90] calendar days from the bid submission deadline unless otherwise stated.
33. Only successful bidders will be formally notified in writing. OHB is under no obligation to justify the selection or rejection of any bid.
34. Participation in this Tender does not create any obligation on OHB to award a contract, nor to compensate or reimburse any Bidder for any costs or expenses incurred in the preparation or submission of a Tender. OHB reserves the right, in its sole discretion, to award the contract to any Bidder or to none at all.
35. The successful bidder will be required to submit a Performance Bank Guarantee as stated in the Tender prime document.
36. OHB shall not be liable for any issues arising from technical malfunctions, network problems, or other factors beyond its control during the submission process. Bidders are encouraged to complete their submission well in advance of the deadline.
37. In the event of multiple submissions by the same bidder, only the latest complete and timely submission will be considered. Previous versions shall be disregarded.
38. These Terms and Conditions shall be governed by and construed in accordance with the laws of the Sultanate of Oman. Any dispute, controversy, or claim arising out of or in connection with this Tender, including its interpretation, performance, or termination, shall be settled by the competent courts of the Sultanate of Oman, to whose exclusive jurisdiction the Parties irrevocably submit
